It’s a fairly standard commercial license. The free version can be used for anything you want for as long as you like. Hope that’s liberal enough. ;-}

I am currently evaluating the Eclipse WTP (Web Tool Platform).
I did try XMLBuddy, but found it to be lacking to many features.
Will update once I take a more indepth look at WTP.
